Did you restart the server after changing the cost ? Also, have you
looked at the message headers of the message that is getting through to
investigate through which connector the message is getting through ?

As I have mentioned earlier .....
I tried this in my exchange 2000, created a smtp with address space
yahoo.com and hotmail.com. But the mail is still going to this domain.
FYI there is already a SMTP connector created for address space *. So
there
are 2 connectors.
I have changed the cost value of smtp connector * with 2, but this also
doesn't work

No, that wont work, the only way to do it is create a Connector with the
relevant address space and set a restriction their.

Try the following
* Goto Exchange Server Manager
* Goto Global Settings
* Right click Message delivery
* Choose Filtering
* Add the domain name to which you block
* Eg like @xyz.com

I am not really sure if this is available BUT you could specify the
domain
your SMTP would relay to. Something like relay all except hotmai.com.
Anyway
also make surre that autenticated computers are the only one that can
ask
your SMTP to relay.
I know this gets used when a user from internal is outside on the
internet.
He/She connects to his corporate SMTP and asks it to relay for him/her
to
some body outside the organisation(i.e. hotmail.com).

Create an SMTP Connector, set the address space on the connector to be
hotmail.com, yahoo.com etc, and then set the Max Message Size to be 0
(zero)
