Check what the dependencies are. Try ending the processes which may be causing
the hold up one by one. Try stopping the IS. If none works, shut down the
server - if it does gracefully no harm done BUT you will need to check
eventlogs etc to see if you can pinpoint the problem. Sometimes is just a
one-off but sometimes points to something more serious. Can you try to do the
same thing again without too much inconvenience ?

Yes this is possible. You will need an MX record for
office.company.local.domain. You will also need to create an email alias of
username@xxxxxxxxxxxxxxxxxxxxxxxxxxx for each mailbox in the child domain. I
think there is something you might need to do with recipient policies, but I
don't remember.
