[ExchangeList] User Not Showing Up In Address Book

2003 Native Mode
All,
We are having an issue when we add a user to AD the
user doesn't show up within the same day in our GAL.
We've narrowed this down to only users who we've setup
their laptops with cache mode enabled. Is this by
design? Or am I missing something when setting up
cached enabled users?
