Hi Mr. Jawad, 
The simple way to do is. Go to the properties of the mail box and remove the 
SMTP address, and do not remove X400 in this way employees can send emails 
internally only

Hi All,
            I'm facing big problem to prevent some employees in my company from 
sending messages outside through IMS. The manager wants them to send locally 
only. We have NT 4.0 with SP6a and Exchange 5.5 SP4.0.
