I was just going off the original post which called for encrypted
communication between only a few administrators... In a larger corporate
setting it is understandable to use a more expensive and elaborate
solution - having worked in public education myself, I'm used to looking
for the cheaper solutions to fit smaller problems such as these...

But in this case, we will use the encryption software for a big company.
So if you use a shareware program (as usual made by personal without
professional) then it means no guarantee, more risk... and disaster
always beside you.

What's wrong with shareware? It usually works and for a small reg. fee
you can use it as much as you like. And if its only for two or so users
there's really no sense in employing an enterprise-wide solution. 
 
The basics of encryption are all open source. There's nothing too
special about it - its mathematics. If someone takes the time to write
up a small prog that can handle what you want to do I say go for it. Why
waste money?
 
(Just remember - some of the best programs started out as shareware -
like Wolfenstein!)

Why can't he just double check the "To" section. I once lost 10
percentage points for misspelling my teacher's name... 
 
Sorry, off topic. I would suggest PGP as well. You can also check
download.com for some shareware encryption programs that work over
Outlook.

        I have some administrators (Superintendent, and Business
manager) that send confidential email messages to other people. 
        Is there anyway or software that can encrypt the messages and
would require the end users to use a password to view the message. 
        A couple of times, the Superintendent sent a email with
sensitive information on it, to the wrong person. I would like to make
his messages encrypted so nobody can read them.
