Why don't we use KMS in MS Exchange?

 I have a question for you. 
I have some administrators (Superintendent, and Business manager) that send
confidential email messages to other people. 
Is there anyway or software that can encrypt the messages and would require
the end users to use a password to view the message. 
A couple of times, the Superintendent sent a email with sensitive
information on it, to the wrong person. I would like to make his messages
encrypted so nobody can read them.
