Rules being ignored

I am running Exchange 2000, and Outlook 2002SP2 locally. The rules I have
defined seem to not work consistently. When I go into the Rules Wizard,
and cause them to be "Run Now", they work properly.
Some of the rules are "client-only", which I believe means that Outlook
must be running to process. However, the "server-enabled" rules do not
work properly, also. But some do.
Any idea how to troubleshoot this issue?
