Not all mail coming in.

Hi all,
Inconsistent problem. Some users are not getting some mail from domains.
For example usera might recieve some test emails from hotmail but not all.
userb receives all test emails from hotmail (or yahoo or private domain etc.)
All outgoing mail is successful.
DNS/MX records are fine, not sure where to look.
