Modified Date

I currently have my Exchange 2003 server set to run Mailbox Management.
It is set to delete all emails older than 180 days.  For some reason I'm
seeing emails 2 yrs back only to find out that the modified date of the
messages are recent (less than 180 days).  How can I get Mailbox
Management to remove messages that are created over 180 days, not
modified?
