I got confused just reading all your questions. Basically what you need is
a firewall. This will allow you to assign IP addresses and do NAT
configurations plus VPN configurations. You can check, ISA server from
microsoft, PIX from cisco and also checkpoint firewall 1 and raptor. I
hope this clears things a little.
