pop3 downloaders are not required unless you use a 3rd party to physically host 
the email.  If you do host the email offsite, then you can use the built in 
pop3 downloader if you use SBS or you can try a different non-MS downloader

Exchange 2003's POP3 can be accessed with any standard POP3 client such as
MS Outlook (any version), Eudora, Netscape, etc. etc.
