You could use OpManager
(http://manageengine.adventnet.com/products/opmanager/download.html?free
)
for collecting event IDs 1016 from your Exchange app log

Subject: [ExchangeList] Exchange Reporting
I just had a request from my CIO to report on who has access to each
others mailboxes. He feels people are reading each others mail. Can
someone recommend a reporting tool that would help with this?
Thanks in advance.
