The Standard version of Exchange only supports one Storage Group, one Mailbox Store and one Public Folder store, when you reach the 16Gb limit you must have your users delete mail and then perform an offline defrag of the database, I would recommend you look at upgrading to Exchange 2003 and then when SP2 is released you will have a larger store size.
