DNS - MX Record problems

I'm trying to email 2 companies who both have the same problem.
Their DNS mail server is configured to reject mail and then go to the next
priority MX record.
My exchange 2000 server won't accept 2nd/3rd priority MX records for some
reason.
The email seems to go OK, no error message or NDR, but it never arrives.
What do I need to change so that the server goes to the next priority MX
record?
