Can IPSec runs on Ex2k clusters?

In the middle of setting up a Ex2k clusters.  Planning to do IPSec and then
came across this

Question:  Since IPSec is not designed for failover, then what is the point
of implementing it
in Ex2k clustered servers or win2k clustered servers?

The article stated IPSec will runs but cannot failover to the second node, I
find the article a bit
puzzling to say the least.

Appreciate all the expert opinions on this.
