Can I queue smtp traffic using Exchange 2000?

Our current ISP does not queue our email. In other
words if one of our exchange 2000 servers go down, all
incoming mail will be delivered back to the sender. Is
there any way I can possibly setup another exchange
server and maybe point out MX records to this exchange
server should the connection go down? Or do I even
have to setup another exchange server. Right now I
have two different domains; 1 exchange server /domain.
I'm looking at my different options and right now
that's the only thing I can see doing. I'm thinking
there's probably another method though. Thank you for
