Allow non admins to modify Distribution groups In E2K

I have Exchange 2000 SP3 in a W2K domain.  I have a request to allow
certain non Admin members the ability to modify Distibution groups through
Outlook.  Is there a easy way to give them access to this feature with out
making them admins?
