Hi again.  I'm still comparing what Learning the Nemeth Braille Code (1987)
states should be true with what occurs when you use Scientific Notebook and
DBT.   Based on this, it appears that 
 
* when a number has a modifier/decoration such as a line or a dot over it to
represent recurrence, AND
* when that number begins with a decimal point (i.e. .3 rather than 1.3)
 
The number sign that the code book indicates should be present is missing.
