Forgot to mention adoptions are a state matter and until the court order
is available the adopting parents and child must remain in the state
that placed the child. Once the court order is issued the child is then
seen as the child of the adopting parents.
Fostering is subject to more restraints with permission needed to reside
elsewhere or to travel. This can also require the biological parent(s)
permission. Once the child is sixteen the foster parents are no longer
paid to care for the child and the child is free from being a state ward
although some support is offered.
