[dokuwiki] force preview config option

Hey guys,
a few weeks ago me and my colleagues chatted about forcing a user to
preview the page before saving it.

Actually we had the problem that a user saved a page on every single
change instead of previewing what he changed.

There is already a plugin called force_preview[1] but it's a Javascript
solution and not quite browser save.

I changed 2 lines in the code to avoid Javascript.

How about implementing this as an config option? I've posted my changed
on the plugin page [2].
