$conf values are set using conf/local.php. You can see the file
format and all the default values by looking at conf/dokuwiki.php.
You only need to put values which you need to be different in conf/
local.php. Once you have your superuser properly set up you will be
able to update the configuration through the admin pages - i.e.
dokuwiki will manage conf/local.php for you (if the permissions are
set to allow it to write to that file and the conf directory)
