Confirmed. fnencode=safe, creating page созда, do=index shows .txt.

Took the fix off github and all is well.
(For fckgLite I had to create a Javascript implementation of SafeFN for the HTML sections of the file browser; I'll put it on my web site, in case its ever needed.)
