[dokuwiki] Patch: Usermanager-Enhancement

Hello,
this is an improved version of the user manager. It enables manager
functionality.
Motivation:
I'm setting up a wiki, where different groups can have there private areas.
Every group should get a manager, who has the right, to add new users and
modify them.
Managers are able to
* add new users - only to groups where they are members themselves
* modify users - all data, group changes handled like above
* delete users - only if users share all groups with them
Managers can not
* add themselves to other groups
* modify superusers, make themself superusers
* kick other users out of groups, they don't share together
