You should be able to upgrade your version of utf8.php to the version in the current development snapshot. http://dev.splitbrain.org/view/darcs/dokuwiki/inc/utf8.php

I don't believe any of the functions in your version of utf8.php have had any of their parameters changed, so it "should" just drop in.
