You need to transpose the notes using the menu option and not the selection 
on the track itself. Select all the tracks from beginning to end and then 
use the menu option. This will change the value of all those notes. Then 
save and send.

I have to send a midi file to someone. He wants it a half step lower. I know
that I can use the transpose on the track, but when  he imports it will it
play in the original key or will it play a half step lower? I want them to
get it a half step lower. Even after transposing it the events still read in
the original key. How would I make it play a half step lower?
