It should adjust the speed, too. Right?

Yep, you just want to adjust the pitch down an octave, or twelve semitones. The sound Forge plug-in for example, has a checkbox that says "preserve initial duration", meaning adjust the speed to compensate for the pitch change. If checked, this would give you things at the right pitch but going twice as fast as you want. So make sure that option or similar isn't selected.
