Nope.  First off, you're thinking of the user preferences controlled by CTRL U. 
  There is no user preference that allows the HMSF to be spoken as the first 
option.  I was trying to avoid having to press F5 multiple times to get the 
HMSF.  There's no way to avoid that, it seems.
