Thanks guys.
I have sent an email to Cakewalk letting them know I would like them to do
whatever it takes to make the Beatscape plugin designed in a way that it can
be accessed by hot spot clicker and/or the caketalking scripts for the
blind.
To be honest, beatscape is what seemed to be most interesting to me in terms
of new stuff with Sonar 8. I will wait for Beatscape functionality. Until
then I will stick with Sonar 6.2 PE. Beatscape seems very fun and
intuitive. I hope it comes soon. I just want to play!!!!

As of now no it isn't...browser is inaccessible, but according to cakewalk
they're aware and will fix it in a future update.
