That proximity guard OS now works on block as well (check the end of the

Someone else came to the same conclusion that I did - it has to do with
animation state changes rather than proximity guard. I noticed this
because when I tested it with Chun Li (cr.mk OS U1), she would perform the
Ultra if you jumped over her. Someone else also confirmed it works with
throws. In theory, you should be able to perform an empty jump into
special on landing provided the opponent does something that changes your
animation state.
