Extensions are irrelevant unless you're talking Windows.  No one else uses 
them. 

A "perl script" is just that - a script that is written in perl.  A CGI 
script, however, is really more of a method (CGI stands for Common Gateway 
Interface), and CGI scripts can be written in any language.
