Hi, You'll need to purchase a Bluetooth USB dongle. This is a device that looks like a tiny USB flash drive that allows a computer to act as a Bluetooth device. Personally, although I have produced audio tutorials on Vista, I'm more comfortable with Windows 7 and 8.x. For JAWS, try with JAWS 9 and later (preferably 13 and later), as it supports Windows Vista (when I recorded my tutorials in 2007, I used JAWS 8).
