Seems to me that I remember seeing something from one of the APH folks that 
this isn't possible, but I'm sure one of them will confirm or deny. I do 
know that the transfer software won't run in Windows 9X. This is from the 
manual and as it says "Book Port" and not specifically the transfer program, 
I think that it's quite likely the answer:

Book Port requires the following minimal system:

. PC with USB connections
. Windows Me, 2000, XP, or later
. CD-ROM drive
. At least 64 MB RAM
. 15 MB free hard disc space

I have plugged my BP into a USB port on an old Windows 98 machine.  I want
to use the BP as an external storage device.
Windows 98 can't find a driver for it on it's hard drive.  The machine
doesn't have access to the internet.  So, I want to find a device driver
using my Windows XP machine, copy it to a cd and use this to install it on
my 98 machine.

Is this possible?  Where can I find an appropriate device driver?
