Actually it will but you will have to do a few things without speech first.  
When you put in the ubuntu cd and restart your computer, the ubuntu menu screen 
will load.  You will know when this has happened because the cd will spin down. 
 After it does that, press f5 to bring up the accessibility options.  To select 
the screen reader from the menu press 3 and then enter.  It will then drop you 
back on the ubuntu option screen and all you need to do is press enter and let 
linux load.  Sometimes however, even after selecting the screen reader at boot, 
Orca still wont start.  If this happens, once the desktop is loaded and ready 
to go, you can press alt + f2 to bring up a run box, type in orca and press 
enter.  Once you get the screen reader talking it will ask you to do some first 
time configuration to it.  After that, it asks you to log out and then log back 
in for the changes to take effect.  After that though, each time you want to 
start orca you should only need to bring up the run box with f2, type orca and 
press enter.  lol as I said linux is a little fiddly at first but once you get 
the hang of things it becomes second nature, almost.

  Linux and open source software means freedom in both senses. freedom as in 
free beer, and freedom as a human longing. as such, Linux is an attractive 
choice for the blind Especially when we know how ridiculously expensive windows 
based screen readers are.

  I have used ubuntu with orca, and it was such a lovely experience. I still do 
when my time permits.  of course, since the OS and Orca are both open source, 
it means anyone with enough programming knowledge can contribute to its 
development. you can fix something if you don't like how it works, and you 
don't have to wait for anyone to fix it in the next release.

  something that may look attractive to you and may encourage any new user to 
try Linux is to download the iso image of say the live cd of ubuntu, at 
www.ubuntu .com, burn it to a cd, and just let your pc boot from that cd into a 
complete Linux system without having to install it. of course, you can always 
install ubuntu later from that same cd if you decide that Linux is good enough.

  of course, me and other list members can assist along the way. sadly though, 
I can't use Linux on daily basis since my work requires working under windows 
environment.
