From what I can get out of those keys is, control + h, assigns the
attachment, control + shift + h, just reads if message has attachment and
the same for alt +a.
The only way to tell if messages have attachments is when you arrow up and
down before entering one. There is a graphic that tells you that message
has a attachment. Other than that graphic being labeled there is nothing
else to tell you.

There seem to be three shortcuts that are related to attachments. The first, <ctrl+h>, is obviously for attaching a file. What is the difference between the other two, <ctrl+shift+h> and <alt+a>, to which JAWS, in the composition screen, responds "attachments" and "attached," respectively.
When reading instead of composing or writing, however, the vocal response to control shift h is "Not in composition window." There seems to be no spoken response to pressing alt plus a. Please explain the difference between how control plus shift plus h and alt plus a work and if there is any other helpful way to know if there are attachments or not, and how to read from and select from the list if there is more than one.
Information much appreciated,
