These Double Open and Closed Quotes are actually just pretty decorations.  A 
regular set of quotes made by a shift plus ' are two straight lines, sort of 
small.  The open and closed quotes that are in this particular book look 
like well elbow macaroni, in the place of the standard " symbol.  So if you 
replace them it isn't going to hurt the context of the book and make it 
easier to understand and read.

It is just a fancier font, that the OCR recognizes.

Just a sighted improvement on the font.
