I don't know anything about finereader, but I use OmniPage.

What resolution are you scanning with? I try to use 300 DPI, unless it's low quality paper or small printing, when I go to 400 DPI. Black and white color setting.

It's hard to answer your question without more information about how you are scanning, and all your settings, what brand of scanner, etc.
