I see your point as this could discourage necessary rejections.
Accepting your concern, how then do we facilitate communications between
submitter and validator and how do we set up a system that doesn't leave
the submitter in the dark as to what is happening with their book?
Keep in mind that only a small fraction of validators and submitters are
on a list such as this.
