Hmm.
Do you get two page breaks in a row when you replace the section breaks with page breaks? That happened to me in a book once. You could just then replace the double page breaks with one. That probably won't eliminate all of the extra breaks but it should help.

No. It appears that there are no manual page breaks. When I try to replace
^b with ^m, the document suddenly acquires jillians of page breaks. I was
thinking it should retain the same number of page breaks as it had section
breaks.

Are there already hard page breaks in the document?
If so, you can just delete all of the section breaks.
