The simple explanation is text files are just that, just text, and to submit 
them as a .rtf makes no sense what so ever, as there is nothing for the 
"rich" part of rtf to save.  Text files have no font or layout information, 
they are bland.

The reason most others are preferred in .rtf is because with the rtf things 
like Font size, color, and formatting can be kept.  Some of bookshare's 
members are sighted people with different print disabilities, and can 
appreciate the formatting in the books.
