My experience is that most hotels offer something, though there is still a
lot of variance.  Some offer high speed cable and wireless connections
throughout including guest rooms.  Some offer high speed cable in the room
and wireless in the business center and meeting rooms.  Some don't offer
wireless.  Where wireless is available, there is usually no fee.  In many
cases there is no fee for high speed cable in the guest rooms.  Sometimes
there is a daily charge of around $10 for that connection, but I mostly find
it to be free.

I am fortunate in that my employer doesn't scrimp at the expense of my
safety or comfort when I travel, but I don't think the variations are based
on quality of hotel as much as location.  Locations that attract a lot of
business/tourist travel have more options and are usually offered without a
lot of additional cost.  More remote areas have fewer options and are more
likely to charge.
