Page numbers are very much prefered, but not necessary for acceptance. I
certainly wouldn't want you to guess about them.
As you say, page breaks are required, and are present.
Yes, if that's pretty much the only flaw, then by all means accept it.

I have a book with page breaks, but the pages aren't numbered. Do I make some guesses? Must they be numbered? The scan looks excellent, but it looks like when the submitter took out the headers, the numbers were removed, too. It's a 99.5 on ratings, so it's going to be an excellent scan.
