I think the point is they are not safe anymore. That is, they are not safe in the way we have been using the word regarding books that we might want to avoid scanning because there is a high probability that our work will be replaced.

    Publishing Has Signed Our Agreement

Chelsea Green Publishing, based in White River Junction, Vermont,
has signed our agreement, giving us world rights to their titles. They have 110 backlist titles in EPUB and publish 25 books a year.
For 25 years, Chelsea Green has been the publishing leader for
books on the politics and practice of sustainable living. They
lead the industry both in terms of content -- foundational books
on renewable energy, green building, organic agriculture,
eco-cuisine, and ethical business -- and in terms of environmental
practice, printing 95 percent of their books on recycled paper.

Chelsea Green titles have received numerous awards over the years,
including ALA and Booklist Notable Books of the Year, the John
Burroughs Medal, James Beard Award finalist and the Garden Globe
Award. One of their better known titles is George Lakoff’s/New
York Times/bestseller,Don't Think of an Elephant
