Dan, You don't have to verify the copyright through copyright.gov. It's helpful when you have one where the copyright holder isn't the author, but it's not necessary, even in that situation. If you feel you need to provide some proof that the copyright is filled in properly, then copy the notice from the scan into the comments with a note that the notice came from the copyright page in the scan.
