I expect that the police are probably right and any hunting on a navigable
river is governed by federal law. Either Coast Guard or USF&W (or both)
likely have jurisdiction over hunting migratory birds on a navigable
waterway.
I didn't do any research on this; it's a hunch and not a firm opinion.
