[birdky] Waterfowl Hunting at Eva Bandman Park?

My husband and I were out birding today and stopped by Eva Bandman Park, a Louisville city park on River Road and came upon a boat disguised as a blind with some people with guns on board and a person wading waist high in the water with a gun from the shore amid duck decoys.  We thought surely this isn't legal in the city.  Called police and they called back and said that it was a federal waterway and hunting was legal unless they were on the shore.  The police did say they had cited hunters for hunting on the shore.

Does anyone have knowledge of this practice?
