Dear KOS, The final EIS on the TVA Reservoir Operation Study came out a few weeks ago. The preferred alternative is a combination of elements from the various alternatives outlined in the draft EIS. The final EIS is still open for comments (until April 12, 2004). The final EIS is a long and confusing document. But there are 2 files on the web that are easily and quickly read. If you are interested, I suggest you visit this site: http://www.tva.gov/feature_rostudy/index.htm. Then scroll down and follow the 'final environmental impact statement fact sheet' link (Adobe file, 2 pages). This gives a good overview of how the preferred alternative will impact the entire project. After you read or print this, hit the back button and go to the 'Reservoir fact sheets' link. Scroll down to the 'Kentucky' link (Adobe file, 2 pages). This file tells you how KY specifically will be impacted by the preferred alternative. Basic points under the preferred alternative: 1. KY and Barkley lake level management is not supposed to change. There will be a change in the draw down regime of tributary reservoirs. Basically, they will try to extend summer pool in tributary reservoirs until Labor Day. However, they will do a draw down if it is necessary to meet minimum flow requirements. 2. Continuous minimum flow of 25,000 cfs will be provided at Kentucky Dam to better maintain a minimum tailwater elevation of 301 feet and a 12-foot navigation channel below Kentucky (should not be a big impact). 3. The public is invited to review and comment on the final Environmental Impact Statement (FEIS) for TVA's Reservoir Operations Study during a 45-day period continuing through April 12, 2004. Comments may be submitted by accessing the ROS web site at www.tva.com/ros; by mail to TVA Reservoir Operations Study, WT 11A, 400 West Summit Hill Dr., Knoxville, TN 37902; or by fax to 865- 632-3146. If you would like more information, please call TVA toll-free at 888-882-7675. The TVA Board of Directors is expected to make a decision in late spring 2004 about whether to change TVA's reservoir operating policies. Even though the preferred alternative is to not change the lake levels in KY, there is still pressure on TVA to extend summer pool. If you have an opinion on this topic, I encourage you to submit your comments between now and April 12.
