Gulls or Geese. When I was there in February, a group of gulls were
loafing in that same location. See attached picture. I think rain has
spread out the poop.

I've seen similar pattern on Wilson Dam (northwest Alabama) after periods
of road closure. The gulls use the road surface for loafing, and,
obviously, other necessary activities. I see flooded fields in the
background, so I would suggest loafing herons/egrets, or as suggested
earlier, vultures. Birds can be very messy loafers.
