I've seen similar pattern on Wilson Dam (northwest Alabama) after periods of
road closure. The gulls use the road surface for loafing, and, obviously,
other necessary activities. I see flooded fields in the background, so I
would suggest loafing herons/egrets, or as suggested earlier, vultures. Birds
can be very messy loafers.
