Cool thing about the Bennett Lane Rough-legged Hawk is that it is an adult
male. They don't have the classic huge black belly band, but are actually
darkest on the breast. Look at figures in field guides. Bird's plumage shows
well in Greg Walker's nice pic of the bird from yesterday:

Showing some winter site fidelity, it is not inconceivable that this is one of
the birds that showed up in the same area in January 2018. An adult male was
present then (see photos by Jeff Sole: https://ebird.org/checklist/S41903774).
