Excuse my ignorance, but why is everyone getting so excited about a bill that only applies to future buildings owned by the state of Arizona? It seems to me that in 20 years that will be what, .5% of existing lights? While I agree it may be a good exercise to enact something like this so that in a few years we can get it to apply to private future construction, it doesn't really have anything to do with darkening existing skies or even keeping them at their current level. It seems to me, as a homeowner looking for locally available good lighting to install around my house, that we would be better off enforcing existing lighting laws at existing retailers - getting illegal lights off their shelves and fighting to get a simple shielded light available to install on my house.
